Funding Opportunity: NYS Upstate Regional Blueprint Fund

New York State has made $120 million available to finance business investment, infrastructure upgrades and downtown redevelopment through its newly announced Upstate Regional Blueprint Fund.  These funding dollars will be administered in three forms: subsidized loans, convertible loans and grants.  Funding will be awarded through a competitive application process based on the overall economic impact of a given project, with the two strongest indicators being job creation and retention. 

Entities eligible for assistance include, but are not limited to: for-profit businesses, not-for-profit corporations, research and academic institutions, incubators, technology parks, municipalities and other governmental and pseudo-governmental agencies.  Dollars may be applied towards a relatively broad range of acquisition-related expenses, including both hard and soft costs.  The funding amount may not represent more than 20% of the total project cost and the applicant is to provide a minimum 10% equity contribution.  The minimum assistance level for convertible loans and grants is $100,000; the minimum for subsidized loans is $250,000.  The maximum any project may receive from this fund is $5,000,000.
