Semiconductor Supply Chain: Why Suppliers Build in Buffalo

Fabs get the headlines. The supply chain around them is where most of the siting decisions actually happen, and it is a much longer list of companies than the fab count suggests.

What does a semiconductor fab need from its supply chain?

Vacuum equipment, specialty gases, cleanroom-grade plastics, precision machined components, chemicals, and the people to install and service all of it, most of it located close enough to the fab to support it.

That proximity requirement is the opportunity. A supplier does not need to be where the chips are designed. It needs power, water, a site it can build on, and access to the fab corridor it serves. Buffalo Niagara has been chosen on exactly those grounds twice.

  • Edwards Vacuum, a $319 million facility with around 600 jobs at the WNY Science and Technology Advanced Manufacturing Park in Genesee County. Edwards makes the vacuum equipment fabrication depends on.
  • Professional Plastics, $7.5 million into a semiconductor cleanroom, supplying the plastics and machined components cleanroom environments require.
  • Low-cost hydropower reserved by New York State law for companies building or expanding in this region specifically.
  • A certified mega site at STAMP, with the diligence a fab-scale project would otherwise spend two years on already done.

What is actually being built here

The Edwards Vacuum project is the one to understand, because it is a supply chain investment rather than a fab. Edwards did not come for a tax rate. It came for a combination of power, site readiness and position, which is the combination worth checking if you are in this chain.

Professional Plastics is the smaller and more repeatable version of the same decision: a cleanroom, built here, serving the same corridor. Most projects in this chain look more like that one than like a $319 million build.

The state-level picture, stated accurately

This is worth getting right, because the numbers get repeated loosely, including on our own pages. New York State hosts the first CHIPS for America R&D flagship facility. In October 2024 the Department of Commerce and Natcast announced that the CHIPS for America Extreme Ultraviolet Accelerator, a National Semiconductor Technology Center facility, is expected to operate within NY CREATES’ Albany NanoTech Complex, supported by a proposed federal investment of an estimated $825 million. That is the Commerce Department’s own announcement, and the NSTC program is described by NIST.

Two things follow that are usually blurred. The $825 million is a proposed investment in the EUV Accelerator specifically, not a completed grant to the NSTC as a whole. And Albany is at the other end of the state from Buffalo Niagara, roughly four hours away.

So the honest regional argument is not proximity to Albany. It is that New York has built a semiconductor corridor with federal R&D anchored at its eastern end, more than 150 semiconductor and supply chain companies statewide, and Buffalo Niagara sits at the western end of it with the cheap power and the shovel-ready acreage. The federal Tech Hub designation and what the CHIPS Act opened regionally are both worth reading alongside this.

Why suppliers pick this region specifically

Power, and a legal reservation of it

Supply chain work in this sector is energy intensive. Industrial electricity here runs about 15 percent below the national average, and New York State law reserves and allocates low-cost hydropower from the Niagara River for companies building or expanding in the Buffalo Niagara region. That is a statutory allocation tied to the geography, not a discount program that expires.

Site readiness

The WNY STAMP site is a certified mega site. Empire State Development approved $46 million for ongoing work at the park. If you want the detail on what certification covers and what it does not, we wrote about shovel ready sites separately.

Water

Fabs and their suppliers use large volumes of process water. The region sits between two Great Lakes with the Niagara River running through it, which removes a constraint that limits semiconductor development across much of the southwest.

Tax treatment for manufacturers

No New York State corporate income tax for manufacturers, no inventory or personal property tax, and no sales tax on production or research equipment, plus a 5 percent refundable investment tax credit on capital expenditure.

Logistics and the border

Seven international ports of entry, over 1,000 miles of track serving four interstate railroads, and a deep-water port. For a supplier serving both a US fab corridor and Canadian customers, the border position is an operating advantage rather than a complication.

The skills question

Cleanroom and precision work needs people. The region’s industrial base already covers electronic components, nonferrous and ferroalloy production, semiconductor manufacturing and forging, so the workforce is not starting from zero.

On the pipeline, 19 colleges graduate more than 20,000 students a year with 47 institutions inside 100 miles, and the University at Buffalo has launched a center for semiconductor technology. New York’s Employee Training Incentive Program covers 50 percent of eligible training costs up to $10,000 per employee, per the state tax department. How the region trains for advanced manufacturing covers the pipeline in full.

Questions suppliers ask

Is there a fab here to supply?

Not in Buffalo Niagara. The fab capacity in New York is at the eastern end of the state. What is here is the site capacity, the power and the position to serve that corridor and the Canadian market at the same time, which is why Edwards Vacuum built here rather than next door to a fab.

How does the hydropower allocation actually work?

It is allocated by the New York Power Authority to companies building or expanding in the region, under a state law that reserves Niagara River hydropower for that purpose. It is applied for as part of the project, and we handle the application at no cost.

What does “certified mega site” mean in practice?

That the environmental, geotechnical, utility and permitting diligence has already been completed for the site rather than being your problem after you commit. It compresses the front end of a large build. Our shovel ready sites piece sets out exactly what the certification does and does not cover.

Is the region only interested in large projects?

No. Professional Plastics at $7.5 million is the more typical size. The team works the same way on a cleanroom fit-out as on a $319 million build.

Who this fits, and who it does not

This region fits suppliers whose economics are driven by energy, water and capital equipment, who need site capacity, and who serve both the US corridor and Canada.

It fits less well if your customers are concentrated in the southwest and your outbound logistics cost dominates everything else. That is worth saying plainly, because a supplier that sites badly for its own customer base does not stay, and a location decision that looks cheap on power and expensive on freight is not a saving.

If you are evaluating a location in this chain, the useful conversation is about your specific load, footprint and timeline. See how advanced manufacturers operate here or search available sites and buildings.
